If I am understanding correctly, the land owner has only given permission for the train to operate across his land for the holiday season and the railroad operator wants to operate year round.
They have not been able to come to an agreement with the private land owner.
Questions not answered by the article:
The tracks run across the land at all times of the year, so why does the land owner object to trains running on it year-round?
Does this railroad not have a right of way for the land the tracks are built on? Apparently not.
I assume that the land in question was once a part of the sugar cane plantation, and was sold to another owner?
I would be interested in seeing the terms of the sale and what is said about the railroad that existed at the time of sale and still exists.
