Less than that. New Cylinders would have been necessary, as the center lines for the cylinders are too wide for standard gauge.
The could have saved the frame, with new, narrower center pieces, as the frames would have be narrowed to be used as a standard gauge engine.
This must have been a BIG project, that cost a wad of cash. All that to get a 60-ton 2-8-2 with a 60 year old boiler.
The NdeM must had some branch line somewhere that had light rail and small bridge loadings that these engines fitted perfectly......
