The welsh cars are more like parlor cars so they are a bit more fancy than an office/biz car would be.
Narrow gauge parlor cars are fairly rare. Here's a photo of the Rangeley, the only U.S. built two-foot gauge parlor car on it's first ever trip on the WW&F Railway last month. A parlor/obs car does add an element of class to the train.
