Chris, as noted in my post, I don't consider myself an expert on Part 230, although I own a printed copy and am pretty familiar with what's in it. Most of the operators that I have talked to utilize a PE to perform the Form 4 calculations and I think that's prudent from a safety standpoint as well as a legal one. All of that said, the question of the credentials of the person performing the calculations doesn't materially change the point I was trying to make with Brett with regard to the major differences between operating a steam locomotive within the FRA regulations as opposed to outside them.
