A key difference however, is that the Como operation does not cross any public highways. EBT has a significant crossing just between the yard and the station. It's the difference between simply needing a state boiler certificate to allow occasional steam-ups, and the need to conform to the 49 CFR Part 230 rules, as EBT currently is required to do. EBT could technically operate right now, as I believe that 15's Form 4 probably still has a bit of time left, but a year from now might be another story. Once the Form 4 on the 15 expires, a 1,472 SDI will be required before she could be steamed again. The time for any kind of steam event at EBT is rapidly running out.
