If I was to guess those are for the flanger lift cylinder. The packings on the Flanger cylinder died many years ago. In this case air is used to both lift the flanger to clear switches and crossings, and push down on the flanger to make it cut ice and snow to the railhead and clear the flangeways. It leaked so much air we had to leave the air valve "lapped" to keep from blowing all our air away.
Once we looked into fixing before going out in the spring. We started to open up the air cylinder, saw what was inside and decided "we'll do this another time......"
