There is no regular service on the WP&Y rails beyond Carcross, and note that the current wye in Carcross (where trains/locomotives from Skagway could be turned) is
before the new loop. So the odds are that the rail equipment shown in the Google Maps aerial view is static. My guess is that the equipment is probably related to the new loop construction project. Possibly ballast hoppers / flats with rail etc, with some kind of critter / small motive power to occasionally move the work equipment as necessary.
