Utilising the Hall Tunnel alignment would put you back under the Georgetown Lakes (should have said Reservoir, as I wasn't meaning the big lake entering town from Empire) , Russo, which was the reason for the Hall Tunnel.
I'd say you were thinking of the Atlantic-Pacific Railway Tunnel promoted by Pomeroy [www.denverpost.com] in which you can still buy Shares [scripophily.net]
