Extracted from a much longer report about many other things.

This may show some of the reasoning behind the choices they made.

The Army shipped out the K28's in 1944. They were no longer in Alaska when the WP&Y was making their post-war motive power decisions.

The WP&YR bought more of the 190's at a later date than this report. The US Gov. hadn't found buyers for them.
