Need Help With Photo ID?

Another shot from Library & Archives Canada in Ottawa.
Caption on the back says Catskill Mountain Railroad - but I googled that railway and Wikipedia says it only had 4-4-0s. Also, the "CMRR" doesn't seem to be centered on the tender, and I'm thinking there's probably at least one letter ahead of "CMRR".
A pretty engine, so help with the road name would be appreciated.
