They have no skin in the game.
Years ago I was employed by an engineering company hired to oversee work on a state owned short line railroad. I was very critical of how the roadmaster was maintaining a certain portion of the line. Later, I was hired as the chief engineer of a 62-mile newly reopened privately owned short line. I was unpleasantly surprised by how difficult it was to make ANY improvements whatsoever to the track. A different perspective.
Since then I've become much more understanding of the slow pace of some of these large projects.
My assessment is that the 223 group has done a wonderful job and should be congratulated.
Incidentally, We were at the dedication of 4014 at Ogden and were disappointed that we couldn't visit the shop.
