"We?" Part of the problem is the fact that Municipal and State Agencies are involved. The people running them are not railroad preservationists! "We" want to see the #223 in running condition but the powers that be only see the bottom dollar! Everyone in Govt. from the State down to the municipalities has their collective hands rammed so far up the Golden Goose's rear trying to grab those golden eggs that it's all they care about! When the engine was falling apart and required $$$$$ to restore, they wanted to get rid of it. Now, it's tender is complete, the engine was on it's way to being fully restored and all of a sudden, it has become "valuable!" Small wonder that they would try and grab the "golden egg!" They only see $$$! A narrow vision...
