Coupler Lift on Drop Bottom Gondolas (now with photo)

I'm writing a document that discusses Rio Grande Narrow Gauge draft gear and couplers, and I got stumped trying to figure out what this was for. Why did the Rio Grande use two pieces of steel, instead of a simple loop? It's not like them to make things more complex for no reason.
