Balloon stacks on DRGW 169

I am wondering about the history of the balloon stacks on DRGW 169 (the one on display in Alamosa)

It currently has a very tall balloon stack as shown here

However in most of its service life it had a short straight stack

It did have a shorter balloon stack for some of its life, probably for the 1939 world's fair as shown here

Was the ugly (in my opinion) tall balloon stack added after she was donated to Alamosa?
