Perhaps it has some thing to do with tradition? Poncha Junction was a designated Yard Limit Station and perhaps the Monarch turn was classed as an Inferior Train, therefore required to take Siding? I couldn't find any special local instructions pertaining to Poncha Jct in several of the E.T.T.'s available.
