Yes, that's the more comprehensive consideration. It would take two failures, but if the second one is apparently of unknown likelihood...

It probably also has to do with not having more cars behind the engine than just one with no current maintenance. Ah, begs a question: what would be the consist for such a movement - OY,463,...caboose?
