Right, Jon -

It appears to my tired old eyes that on most of the tenders – #492, #497(?), #498 & #499 being the exceptions – that a 4" or 5" vertical extension was added above the flare to increase the tenders' coal capacity.  This seems especially clear when comparing #492 to #493 & #494 in the first set of photos, above.  Whether this was done before or after the tenders were converted from standard to narrow gauge I have no idea.
