315 is in the West Stall of the old round house. That track is the only lead into the machine shop for turning wheel sets and heavy parts. To get wheel sets in , 315 has to be moved out. to do so, the tracks from the shop to the roundhouse has to be cleared so they can get 15 to pull 315 out for access. This has been the procedure a number of times in the past years.

IDK if that is what is happening, but what would need to be done for machine shop access.
