I agree that a 0-6-0T would be idea choice, but my CRRM roster indicates all of the switcher were sold by this date. The article said "One of the old Veta Pass narrow gauge engines" would be the subject, and that would include a 4-4-0 or a 2-6-0 but none of those seem to exist. So this is a real puzzle and thank for the replies. Maybe some of the locomotive experts can chime in as we get into this question. Maybe #31 0-8-0 could have been tried, but the 4-4-0 #100 was a lot lighter and had a shorter wheel base, not to say that #31 had made it around the curves to get to Dump Mt.
