Comes from the Baldwin builder's specification sheet for that specific locomotive (and its sibling, the #5 "Palisade"). 8 wheel tender, drawing 83, 1000 gallon capacity.
(edit) After posting that, I decided to look up the specifications for the earlier E&P Moguls, the #2 and #3. Turns out the #3 was ordered with a 1200 gallon tender (the #2 was specified with a 1000 gallon tank). Is there any possibility of a switch, either of a whole tender or simply of the cistern? Seems unlikely, as they were painted Wine color, not Lake, and you would've seen that during the course of restoration (unless the tank had been fully sanded bare at some point in its history), but I figured I'd mention it anyway. It's an interesting discrepancy.
