It does look like one.
And the "whistle manifold" sits where the second safety valve was originally placed. (O&K had two sitting next to each other on the dome.)

Not trying to hijack this thread but I never give up:
Has anybody heard of that Jung 0-4-0 that was auctioned off a few years ago? Complete with track, three or four boogie chassis, a station building and a diesel locomotive? It kind of disappeared too.
