Non-standard Standard Gauge?

I've been looking through Baldwin records and catalogs more than usual lately, looking for data on NG locomotives. The top of the page is often too dark to read the page number. The quickest thing to look at that is usually clear is the gauge. There are a surprisingly large number of locomotives ordered that are 4ft 9 in gauge.
Anyone know the story behind this?
