It's been done several times for charters, Chris -

And IIRC the San Juan used to stop and let passengers off at the Garfield Monument to check out Toltec Gorge below.  But IMHO it would take WAY too long for regular daily trains — especially when you take into account that most charter participants have at least a rough idea what's going on, but the majority of 'flatland touristers' * who ride the daily trains wouldn't have the foggiest idea of what to do.  Add to that the relatively limited space, whether eastbound =or= westbound, that requires two or even three run-bys to get everybody a half-decent shot and you're looking at at least an hour of chaos (and I'm not even talking about the safety considerations).  Just my (not so) humble opinion.   OTOH, maybe charge $10 extra for a "run-by pass", and allow only those having such a pass – and riding in the lead car, at least on that part of the trip – to disembark for the experience . . .   Maybe do this only on 'Wacky Wednesdays'** or 'Foamer Fridays', and announce ahead of time where the run-by would be — Cresco Tank, Los Pinos Trestle, Garfield Monument, Cascade Trestle, West Portal of Tunnel #2, etc, so fans could plan ahead and pick their favorite location.
