Hi Chris,
The spring seat and the spring plank serve as supports for the springs to rest on. You have two different trucks shown in your post, the 25 ton and the 20 ton arch bar and they are two different designs of arch bar trucks. The 25 ton bolster will not work with the 20 ton spring plank because of clearance issues. By the way the use of the 20 ton spring plank on a small scale model is not advised because it makes the truck too stiff.
