D&RGW 20 ton trucks

Hi folks. I am currently drawing up the CAD for building the D&RGW 20 ton trucks on 3 1/2" gauge. I am at the point where I am trying to understand how certain pieces fit together. I have 2D drawings for a "spring plank" and a "spring seat". The spring seat seems simple enough as to location within the sideframe, but I am not sure where the spring plank fits into the equation.
Some additional prototype photos and/or guidance would be greatly appreciated.

PS-any dimensions seen on the drawings are for 2 1/2" scale-not prototype dimensions
