Bell at Cumbres?

This is a repeat question because I don't think it was fully answered when first asked, but maybe it will find an answer this time around. Some years ago when I was walking along the track around Windy Point I noticed an insulated joint and some wire. It made me wonder if at some point in time there was a track circuit at Cumbres that for an annunciator either at the station when it was still an open TO office, or perhaps later in the dispatchers office in Alamosa (much like the annunciator at Big Horn). It is also possible the insulated joint was nothing more that part of some relay rail that came from somewhere else.
