One of the earlier articles said Carnival wants to double the capacity of the railroad. I doubt that could be done with only the additional sidings and loop mentioned in the letter. It would also mean new cars and locomotives.
If the company wants to buy new 36 inch NG locomotives, what would they likely be?
Maybe this from GE, as a starting point?
