493 or any other oil burners can and will be used all year round. They will not just be used during the high fire danger. That would make no sense to restore a loco and only operate it when there is threat of fire.
Also no way will the whole fleet be covered to oil. Maybe if the coal mines shut down. The D&S has pride in their fleet of coal fired locos. I was told no K-28 will burn oil.
