The park that the locomotive is within is surrounded on two sides by the river and downtown Redding on the other sides.
Below is a copy made from the California Fire Maps site. The dark red is the fire location (this is only the portion near downtown Redding. The Park is the green area next ot the "Sundial Bridge."
