My guess is this is someone under the age of 20, who really could care less about the train, whether or it is there or not, who cares even less about the town, the Harpers, or anything else. All he (or possibly multiple kids) care about is causing trouble. From my years of seeing stories like this in the new, this is usually what it turns out to be. Anyone against the train over the age of 20 with even half a brain would quickly recognize a better platform for protest.
