It is just not in PA, there have been the same here in California. 25-30 years ago there was a grass fire in a grove of trees next to Orange Empire Ry Museum. An ignition device (match book) was found. It was one of several fires blamed on a local volunteer who was prosecuted. .

Riverside County paid for the basic two-man crew and fire truck that were supplemented by local volunteers. After a certain number of hours of volunteer service the County paid the volunteers at some hourly rate. The volunteer set the fires out of greed for the extra hours that were paid for!
