Narrow Gauge Grant Consolidation Locomotive For Sale

Found this old Catalogue listings Steam Locomotives for sale, a three foot Gauge Grant Consolidation Locomotive caught my eye, at the end of the discripion it states that it's too heavy, I wonder what that is referring to.
