I had seen that comment, but wondered if they were "kits" from Brill (& possibly Westinghouse) like the M-1 was at the EBT? The EBT built the M-1 from parts supplied by Brill & Westinghouse under license from them, using their plans to a smaller scale. I am not sure if they cut their own steel (after all, they built their own hopper cars), so I wonder if the Army did something similar?
