Russo, it's all active rail. As a guess, they store cars there cars off and on, especially when they do that fancy Spring die-doe with the western Monte Vista branch storage cars. It's really quite sporadic. Last year, there was a string of beat up graffiti covered cars right in front of the C&T (blocking the street view), but they moved them mid-summer. Not sure of the frequency, but the Perlite plant uses the east leg of the wye (or the main line, former Chili Line, I suppose) several days a week during the summer. The western leg of the wye has a double track, the inside regularly used, and the outside one buried and out of service.

I've never noticed the wye being regularly involved in the car shuffling of the Perlite cars, i.e., they don't turn the locomotives around each time.

I don't know, in my ignorance, what to say about tie replacement, but I've seen far worse ROW. You can still find an occasional tie with the third rail spike holes.

The black line is a check box option on Google Earth that marks RR ROW. It has some entertaining peculiarities.
