IIRC, there were a couple of them there in 2008 and/or 2009.

Once the coaling tower is fully functional it will be almost necessary to repeat the process described by Earl below.  IMHO, even if the tower is used only occasionally – such for charters and special photo sessions – there should be a loaded gon or two on the track next to the tower, as in this great 1960 photo by Tom Gildersleeve:
