That was probably taken in the 90's when were using the tipple for its intended purpose - coaling locomotives. A dump gon would be spotted at the coal ramp, and filled by the front end loader. the gon would then be moved to the backside of the tipple for unloading and the coal lifted up into the bin.
It was a rather inefficient way to do things, but the gons could be loaded at our leisure, and filling the tenders at the tipple was a bunch faster than using the front end loader. It also kept the coal out of the weather, and we always had a back up supply in case the mine had a delivery problem.
.....and it was a seriously cool thing to do.
