The initial question was, "Was the ROW making up the C&TS built to narrow or standard gauge standards?"
I believe the answer is
narrow gauge. The D&RG did not start out with the intention of converting to standard gauge. Nor did the CC or DSP&P in that era. That came about in the 1890's and was driven by the Colorado Midland (which built SG into Leadville/Aspen) and the cost of trans-loading between the gauges.
When the D&RG built the line to Durango/Silverton, 3' was standard gauge in the Rockies. In fact, Palmer planned to build 3' all the way to Mexico.
