Kevin has stated it well. "...my attitude is that I really don't care what the chasers get, as long as they stay out of the way." If non paying chasers exercise common courtesy, they can get their photos at places where the train isn't going to be stopping for runbys and the charter participants, who are paying to have the train run, can get theirs at the selected runby locations. A win win for everyone.
Chasers parking their cars at Sublette have been a problem recently. Most have moved when asked, but the time delay eats up available runby time. Due to the hours of service law, the railroad gives charters 10 hours on the line and it takes a chartered freight train 6 hours 15 minutes to get from Antonito to Chama. Add an hour for lunch at Osier and you only have about 2 hours 45 minutes available for runbys. If it takes 15 minutes to find the owner of a car and get it moved, that is one less runby location for that trip.
