You need to make a trip to the National Archives at College Park, MD. I'm sure the local naval district records are there. I've visited the National Archives at Seattle, WA and looked at the records for the railroads at the Naval Ammunition Factory at Ostrich Bay, WA (near the Bremerton Naval Shipyard) which originally was narrow gauge and the standard gauge railroad at Bangor, WA which originally was for ammunition before being turned into the sub base.
