They were purchased under an equipment trust set up through a bank somewhere. The bank paid for them and the RR "leased" them until there were paid off.
If you look at pic of K-28's dating from the 1930's you will notice a large rectangular plate on the smokebox above the builders plate. This was the "trust plate" installed by the bank.
I have reason to believe the K-36's were financed by Baldwin. On the tender frame of 488's builder photo, you can see a small plate behind the engine number. This appears to be one the plates BLW put in locomotives that were being financed or lease/purchased by Baldwin. When we restored Magma Arizona RR #7 at the Texas State RR, we found a plate with the same outline on #7's tender frame. It said "Baldwin Locomotive Works - Owner and Lessor". I don't have access to any K-36 pics in service showing original BLW lettering to confim this.
