Of note is the fact that the photos showing the aux water connections date from before 1940 - no flying Grande's.
I wonder if there was a gap between Moffat's tank being torn down and the simple water spout installed. I recall the spout was a simple small pipe, which would have taken a long time to fill a tank.
Also before 1940 there might have been considerably more local business on the Valley Line that required more stops, switching and other local work. A steam locomotive uses water just sitting there doing nothing.
