Yes it is, you can also see a long nozzle on the end tucked in at the top. I've noticed this on a few of the C's as well as 479. I think that if an engine was used regularly in passenger service this was something added to those loco's. 319 was used quite a bit in the 30's as a passenger engine between Gunnison and Montrose.
