I don't know about that. Growing up in Iowa in the 1960's-70's I recall trick-or-treating in the snow several times. We all preferred it to (freezing) rain. Neither had much effect on how many kids were out or how far we went. Did make "warm" a sought-after asset for a costume though.
Boy did we live dangerously back then, I remember getting apples, oranges, pop-corn balls, home made cookies and lots of other such things that would probably get you arrested (or lynched) if you tried to give them to the kids now.
That whole thing about the so-called dangers of Trick-or traeating and adulterrated candy has to be one of the saddest Urban Myths going.
How did we all get so paranoid?
