I do my best to *not* break things when I'm 5000 miles from home and on the ass end of a slow link... Unfortunately that's when NGDF tends to act up.
Chris Webster figured it out - it's the filename. The NGDF's hosting company has inserted a "helpful" layer between the webserver and the PHP scripts that sanitizes input, to try to prevent people from exploiting old, out of date scripts with security bugs. It's not something we have any visibility into, and it's what causes these stupid 403s. But the apostrophe in the filename that Michael was trying to upload was apparently causing the issue.
So, the short version here is don't use those in your filenames if you're going to upload something I guess. Or quotes, ampersands, question marks, or any other manner of weirdo characters I'm guessing.
