The photo at the top of this thread shows the Santa Ana & Newport railroad on the wharf at Newport Beach, CA. The small
coaches may have come from the National City and Otay, a steam dummy line that ran in San Diego, CA. If you scroll down
to the "History of National City and Otay Railway" section of this page you will find a couple of small photos that show some
NC&O trains with similar looking small coaches:

The Santa Ana & Newport and the National City and Otay railroads were standard gauge.
