The Forestry Service is somewhat odd, they spent a fortune fencing last year in South Park, around Camp Grounds, closing off old access etc etc, and then closed the Camp Grounds early as they did not have the money to run them.

I did speak to someone who works for them, depends which area you are in, some are flush, some are not.
