Question for Earl on double heading

Lets say that 463 is to be the train's engine going up to Cumbres with 7 cars and the 488 is on front of the double header. I would imagine that 488 would be doing the "full throttle" and 463's engineer would be furnishing enough power to "take care of his weight".. Would that be correct? If not could you explain just what the engineer of 463 is doing? I have always been curious about that.
