Yes and no... at least based on my experience.
In 2006 my wife and I were riding Train 462 when we hit a rock slide south of Elk Park. #482 was only superficially damaged, but the track wasn't passable. So, they backed us up to Elk Park Siding and the Hotshot brought the boxcar from Train 463/464 down from Silverton to water #482. After an hour they decided it was taking too long. So, #482 dumped her fire and #481 backed down from Silverton and pulled us back to town. We rode buses back to Durango.
Fun experience for me, but a real pain for the railroad.
