In all my years of insulator collecting, I can't say I've ever come across a wire shaped like that actually attached to anything. Plus it's pretty small gauge to be open wire line - usually the tie wire is the same stuff, or at least similar, to the main conductor.
My guess would be banding wires on some sort of maintenance item, possibly from a pallet or crate. Can't think of what sort of railroad maintenance item would produce so many of them, though.
