Yes, the "SV" lettering on Eureka Nevada 4-4-0 #15 is for John Sexton's il-fated Suprise Valley RR that came in trade from the Sumpter Valley Ry. Sexton also had a number of cars lettered for the Suprise Valley. The illustrated story of all of the Eureka & Palisade/Eureka Nevada locomotives is told in my four part NG&SL GAZETTE series begining with the Sept/Oct 2016 and ending with the Mar/Apr 2017 issues.
